You can use this trick if you want a message to be displayed every time Windows starts. Go to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\Winlogon?. Create a new string values as follows. Name: LegalNoticeCaption and Value: Caption of the dialog box here Name: LegalNoticeText and Value: Your message here After adding the values, restart your Windows, a dialog box should appear before the Windows startup.
Depending on your computer the registry directory may be ...windows/current version/winlogon
