Get on your target's computer (you'll need to distract him with something for a few minutes).
Fire up trusty ol' Sound Recorder (comes with Windows. Start>Programs>Accessories>Multimedia)
In recorder, go to File, Open, and go to the Media directory in Windows. You'll see a bunch of *.wav files like The Microsoft Sound, and Chord. open those up, and edit them as you like using the effects! Use options like Reverse, Add echo, etc.
You might also want to save a backup copy of the sounds you change to undo the changes later on.
